Consistent with his approach to medical services, Dr. Teusler drew upon the best current practices in hospital administration. He studied and zealously applied the work of Professor MacEachern, an early advocate for effective hospital administration, as well as the world-class hospital administration and management systems of US hospitals. In 1930, Dr. Teusler, together with staff who had mastered the principles of US hospital administration, established Japan's first hospital administration system.

The US government requisitioning of St. Luke's building as a central hospital for its general headquarters (GHQ) after World War II presented the challenge of providing service to non-military personnel with only 20 beds. St. Luke's met this challenge and further strengthened its hospital administration systems. In 1949, the Ministry of Health & Welfare's Institute of Health Service Management (now the National Institute of Public Health) designated St. Luke's as a model hospital in hospital administration. Today, St. Luke's continues to be the leader in private hospital administration.
